hashes remains a good way to shoot oneself in the foot. Fixes
non-English index pages if not all of the packages have translated
short descs (which is always the case).

For now the template stuff works ok. The gettext stuff from within
the Perl code only returns the English text and create_index_pages
is probably completly broken.

Seems like the vocabulary changed quite a bit.

Convert all .po files to UTF-8

I will need this for the transition to Locale::Maketext instead
of gettext, since the encoding support is somewhat more limited
there and having all the files in the same encoding will make
my live a whole lot easier.

Packages::Dispatcher: Fix parsing error of pathinfo

Only take away <lang> and 'source' from the pathinfo if something
actually follows after that. Otherwise we will just emit a confusing
error message. In doubt better interpret this as a search term.
