Fix some format string errors in the Swedish translation

Packages::I18N::Locale: Load .po files on module load

Hardcode the po directory path with setup-site.
The performance gain is worth the added uglyness.

setup-site: Various improvements

Allow reading the variables from a config file
./setup-site.conf so that one doesn't have to
specify them each time.
Be less chatty per default but add -v option the
get the old behaviour.
Warn about too many arguments.

hashes remains a good way to shoot oneself in the foot. Fixes
non-English index pages if not all of the packages have translated
short descs (which is always the case).

Seems like the vocabulary changed quite a bit.

Convert all .po files to UTF-8

I will need this for the transition to Locale::Maketext instead
of gettext, since the encoding support is somewhat more limited
there and having all the files in the same encoding will make
my live a whole lot easier.

Only take away <lang> and 'source' from the pathinfo if something
